Andreas NIEDERBERGER (Johann Wolfgang Goethe-Universität Frankfurt/M.)

In its first part, the present article will develop the theoretical implications of a model of transnational democracy in order to show subsequently how far this model can be understood as an articulation of cosmopolitan claims. The second part of this article will explore, given these claims, whether the EU can be understood as a transnational democracy or in which direction it should be developed to fulfill the requirements of such a democracy. The article’s final part briefly discusses the relationship between the European Union as transnational democracy and a global cosmopolitan order
