Europe, between projects and realizations

The results of the latest referenda on the European Union’s Constitutional Draft worry all those reflecting on the issue for reasons other than the purely political. Indeed, when we look beyond the short-term consequences most commentary focuses on, we see that this first real disavowal in the history of the European integration process is crucial to its present stage, furthermore designating the results of a first phase in European integration as a whole. The aim of the present article is to read this event more deeply than just an example of the arbitrariness of public opinion and to lay the grounds for further reflection on where we are in process.
