The political project of a “European Union” raises the question of a common European culture. In this article we try to outline some of the crucial aspects of such a common culture, the problems it encounters by virtue of its challenge to the national cultures, the still too few channels which allow for its propagation and the historic basis which help defining its very identity. It seems that in spite of the apparent isolation of national cultures, the reflection on the relationship between culture and identity provides many historic examples of the permeability of political borders which may help to trace the specificity of the common culture Europe is looking for.
